HAL Users Commands

1. FORCE ACT the AI plane to give command.
2. 2006 Outdated AIRAC Database is missing many waypoints. Radar Vectoring is recommended.
3. Speed is not set, it is AUTO depends on Altitude. Please give SPEED command.
4. CL Clear to Land is necessary for approaching aircrafts, otherwise they will go around.
